The property manager at the center of 11Alive’s investigation is currently facing four felony arrest warrants for allegedly stealing security deposits and rent.
GWINNETT COUNTY, Ga. — Gwinnett County Police have four felony arrest warrants for a woman accused of using a now-defunct property management company to steal from landlords and at least one HOA. Published.
Although the warrant is specific to Gwinnett, 11Alive News Investigates has found alleged victims across the metro. They allege Rachel Cartwright stole more than $500,000 in rent, HOA dues and security deposits.
Gwinnett police said they attempted to speak with Cartwright multiple times about the charges, but she consistently refused to show up for appointments.
The alleged victims said they understand how police are feeling. They tried for months to get answers as to why the tenant wasn’t receiving the money she claimed she had collected. Instead, people like Tommy Bradford said their checks bounced or promised wire transfers never arrived.

11Alive Investigator Rebecca Lindstrom also attempted to speak with Cartwright. A woman claiming to be Cartwright at one point texted her request for an interview, but later recanted and refused to even answer questions in writing.
Bravo Property Management’s website listed both Rachel Cartwright and her husband Brian as involved with the company, but she is currently the only one charged with conversion theft. . Customers 11Alive spoke to said almost all communication was with Rachel Cartwright, usually by phone or text message.
Bradford said the original cost was $47,284. This is what he and his wife are using to fund their retirement. The Cartwrights paid him about half of that amount after the 11Alive story aired in September, he said.
Several others told 11Alive they were able to get some or all of their money back after months of fighting. However, new victims have also come forward.
11 Alive contacted Cartwright about the warrant, but she did not respond.
