In the early morning hours of October 14, 2024, Charles County Patrol officers arrested Dimian Paul Jackson, 24, and Robert Leroy Burns, both of Washington, D.C., after a series of car thefts and break-ins in Waldorf. Two suspects, 24-year-old suspect, were arrested. and surrounding areas. The arrest was the result of a high-speed chase that led to the recovery of a stolen vehicle, stolen property, and an illegally modified firearm.
At approximately 4:21 a.m., officers responded to a report of a suspect breaking into a vehicle on Cave Creek Court in Waldorf. Upon arrival, officers found the suspect wearing all black and a ski mask walking on Derryfield Court. As officers approached, the suspect got into a white Honda Pilot that was parked near the scene, and the vehicle fled. It was later confirmed that the Honda Pilot had been stolen from a residence in La Plata just an hour before the pursuit.
As officers pursued the Honda, a dark-colored Hyundai SUV intervened and attempted to block the police car, even colliding with the side of the marked police car. Despite this, the officers continued their pursuit. Both the Honda and Hyundai collided with police-deployed stop bars, rendering the Honda disabled along Mattawoman-Beantown Road. The driver got out of the Honda, jumped on the hood of a Hyundai parked nearby, got back into the Hyundai, and fled.
The pursuit continued into Prince George’s County, where the Hyundai became disabled near Coventry Way. The four suspects got out of the car and fled on foot. After a short pursuit, the two suspects, Jackson and Barnes, were arrested without incident.
During the investigation, officers discovered that both vehicles involved in the pursuit were reported stolen. The Hyundai SUV was reported stolen in Arlington, Virginia on August 24, 2024, and the Honda Pilot was reported stolen in La Plata in the early morning hours of October 14, 2024.
Additionally, a key piece of evidence recovered from the Honda pilot was a Glock semi-automatic handgun with an extended magazine. Also of note was the handgun’s installation of a conversion device commonly referred to as a “switch” at the rear of the slide, which allowed the weapon to function as a fully automatic firearm. This illegal modification significantly increases the gun’s rate of fire, making it more dangerous. The presence of a modified weapon makes the charges against the suspect even more serious.
Officers also found stolen items visible in the vehicle, which they believed were related to recent thefts from homes and vehicles in the area. The stolen property included several items taken from a residence on Cordova Court in Waldorf and a vehicle located on Champlain Court. Surveillance footage from these theft scenes showed individuals matching the descriptions of Jackson and Barnes removing items from garages and parked vehicles.
Recovered surveillance footage was key in linking Jackson and Barnes to the theft. Video from the Cordova Court House shows the suspects removing items from an attached garage and a vehicle parked in the driveway around 4:28 a.m. on Oct. 14, 2024. Additional footage from the Champlain Court residence showed the same person stealing items from another vehicle minutes earlier, at approximately 4:18 a.m.
Another video from Savannah Drive in La Plata captured the theft of the very Honda Pilot used in the pursuit. The footage, time-stamped at 3:35 a.m., shows the suspects stealing a vehicle from a driveway hours before the high-speed chase.
Following their arrest, both Dimian Paul Jackson and Robert Leroy Burns were charged with multiple crimes, including:
First-degree theft (up to 20 years in prison)
Theft of $25,000 or more but less than $100,000 (up to 10 years in prison or a $15,000 fine)
Rogues and vagabonds (up to 3 years imprisonment)
The presence of illegal firearm modifications, stolen vehicles, and stolen property significantly increased the severity of the charges. Despite these charges, both suspects were released later that day on personal recognizance by the District Court Commissioner.
Law enforcement continues to review surveillance footage and work with the victim to identify all stolen property. Authorities are also investigating whether Jackson and Burns are connected to other unsolved thefts and vehicle break-ins in the area. The sophisticated nature of the illegal firearm recovery and theft suggests a coordinated effort by the suspects.
Investigations are continuing to identify the remaining two suspects.
