SACRAMENTO, Calif. — Gov. Gavin Newsom wants to increase accountability, transparency and efficiency when it comes to housing in California. To that end, he signed a series of bills to address a variety of issues, including rent protections.
“We believe they have certainly brought balance and in some cases certainly a positive for both landlords and tenants,” said Debra Carleton of the California Apartment Association (CAA).
CAA provides education and legislative affairs to rental property owners and tenants. Some of the bills that affect the CAA, such as Assembly Bill 2801, concern bond money. The CAA says this law already exists, but plans to further clarify it in the future.
“What we’re asking owners of rental properties to do is to produce some evidence. So once the tenant moves in, take pictures of the unit to show what condition it was in at the time. That’s going to happen,” Carlton said.
Assembly Bill 2747 would allow tenants with a good rental history to be reflected in their credit scores.
“Ultimately, the next landlord will see that this tenant has been a good tenant in terms of paying rent on time, so this is a positive for both the landlord and the tenant,” Carlton said. Said.
Senate Bill 611 prohibits landlords from charging renters a fee if rent is paid by check.
“Frankly, this is what we agreed to. It’s not necessarily a negative thing for rental property owners. We already have the right to charge fees if a check bounces. ” Carlton said.
Finally, State Sen. Tom Amberg’s (D-Santa Ana) Senate Bill 900 targets people living in homeowners associations and provides protections on utility issues such as gas and electricity. .
“SB 900 says that if the homeowner association board doesn’t take action, the management company can take action to make sure people aren’t left in the lurch,” Amberg said. spoke.
