Approximately $14.7 million of Ector County ISD’s total bond of $424,263,000 has been disbursed to date, the Bond Oversight Committee received its quarterly update on Tuesday.
Projects are expected to be completed in 2028 and include everything from new middle schools, vocational and technical high schools to improvements to public address systems, surveillance cameras, bells and other safety and security equipment. There is.
Chief Financial Officer Deborah Otmars said the company still needs to sell about $165 million in bonds, which it expects to do in August 2025.
Only three members of the bond oversight committee were present: ECISD Board Chairman Chris Stanley and Trustee Tammy Hawkins. Other government officials, including Interim Superintendent Keeley Boyer, led the meeting and answered questions.
Sam Magalan, executive director of operations, said the proposed transportation facility site includes 35.12 acres of industrial land located at 8860 and 8866 Northwest Loop 338th Street.
The company has 20,500 square feet of total office space and 74,500 square feet of total warehouse/retail space, according to the Oct. 15 board meeting.
Magallan said the current transportation facility is located on a 10-acre site. He said it was the Weatherford site.
Weatherford has found a larger site and plans to relocate.
The district is still negotiating the property.

Construction Director Christopher Bartlett said the district is working with Park Hill Architects on the agricultural farm.

Renovations to the PHS auditorium will also include the addition of a two-story scene shop.
Still in the design phase, construction is expected to be completed in May 2026.
The Permian JROTC facility is also still in the design phase, with construction expected to be completed in January 2026.

The Transition Learning Center has an $8 million budget and is also in the design phase, but is expected to wrap up in November. Construction is expected to be completed in December 2026.
The lighting for the Odessa High School and PHS baseball fields is almost complete.
Bartlett said the new risers arrived over the summer and were installed at Bonham Middle School.
The next set will be ordered soon for Ector Middle School.
Requests for proposals are being made regarding maintenance items such as general construction, roofing, and electricity.
Magalan said requests for proposals have also begun for air conditioning, plumbing, asphalt, masonry and fire protection.
Bartlett said he has had to travel outside the Permian Basin for bidders, but is trying to stay as close as possible.
Midland ISD currently has $1 billion in bonds, so there’s competition.
Mr. Sorolla pointed out that all projects have advisory committees and active participation from parents and community members.
The next Bond Oversight Committee meeting is scheduled to be held in January 2025, but the date has not yet been determined.
In January, PBK Architects will provide updates on middle school, career and technical high schools.
The bond monitoring committee is expected to report to the trustees in February or March.
Hawkins said the architects were listening to ECISD officials, which “made my heart feel better.”
