LEAVENWORTH—Icicle Creek Center for the Arts (ICCA) Executive Director Phil Lacy will transition to a new role as Executive Director of the Icicle Foundation.

The Icicle Foundation was founded in 1998 by Harriet Britt as a 501(c)(3) support organization for nonprofit organizations focused on advancing the arts, protecting the environment, and promoting the natural and cultural history of North Central Washington. was founded by. Six major organizations lead the work of the fund: ICCA, Chelan-Douglas Land Trust, Methow Arts Alliance, The Nature Conservancy, The Trust for Public Land, and Wenatchee River Institute. Lacey’s short-term goals for the Icicle Foundation include improving community representation by inviting more diverse people at the committee and board levels and establishing Sleeping Lady Mountain Resort as a destination for the community that lives here. “I know Phil to be a visionary, big-picture person and very creative,” Noel O’Reilly, director of the Icicle Fund and Britt’s granddaughter, said in a press release. “We are thrilled that Harriet will bring his great talent to the Icicle Fund as we work together to expand his vision.”
Mr. Lacey joined ICCA in 2021. Under his leadership, ICCA completed an endowment campaign, expanded programs, emerged from the pandemic, and overcame financial hardship. Ms. Lacey also partnered with the school district to maintain visual arts in kindergarten through middle school. ICCA was recognized by the Washington Association of School Administrators as a recipient of the Community Leadership Award.
“My time at ICCA was great preparation for this role at Icicle Foundation. Although the circumstances are different, I have already had the pleasure of working with most of our community partners over the past few years. We can build those relationships as we all move forward,” Lacey said.
Mr. Lacey plans to begin his position in the Icicle Fund in early November. He will transition to the role of Interim Executive Director of ICCA on a part-time basis until a successor is appointed. ICCA’s Board of Directors will handle the selection process for the organization’s next Executive Director.
